dc.description.abstractThe Charleston Naval Hospital site located at 3600 Rivers Avenue was a place of healing for over 30 years. This centrally located site in North Charleston, South Carolina has been a subject of development for many years since the closure of the Charleston Naval Base in 1996 and Charleston Naval Hospital in 2006. However, nothing has come to fruition. The opportunities in this area at the intersection of Rivers and McMillan Avenues and this site are widely known by the community and area political leaders. Redevelopment of this site in a socially responsible manner would enhance the sense of community, give back to the public realm, and make this place thrive once again. By knitting together the existing neighborhood fabric, residents would connect to a new commercial avenue and have convenient access to the planned bus rapid transit line that is planned for this intersection. The addition of a relocated and upgraded public transit transfer station and a public service area focused on the needs of the community would reactivate the area and shine a light on the potential of this neighborhood. By designing a masterplan that fits in with the adjacent neighborhood, provides affordable housing options, and much-needed grocery resources for this area would provide for those whose only means of transportation are public transit, bicycle, or by foot. Utilization of the existing former Navy Hospital structure and adaptively reusing it for a new public service office facility would also provide needed support services for the residents of the area. A complete, more-sustainable mixed-use community would be an asset to the area, the residents, and the neighboring Chicora-Cherokee communities.
