Abstract
United States foreign policy toward the Southern Cone of Latin America during the Condor Years was defined by two major trends: the containment of Communism during the first half of the 1970s and the preservation and protection of human rights during the second half of the decade. Specifically, an analysis of U.S. interaction with the nations of Uruguay and Paraguay during this same era acts as a case study of the overarching themes of U.S. foreign policy toward the region. This thesis examines the policymaking of the Nixon and Ford administrations under the advising of Dr. Henry A. Kissinger as well as analyzes the diplomatic trends during the Carter administration in juxtaposition with the happenings within Uruguay and Paraguay during that same time. Discussing the internal political climates of the two nations as well as the human rights situation within Uruguay and Paraguay in comparison with how the United States dealt with the two countries provides a case study for the relationship between the Southern Cone and the United States as a whole.
